Hartford denied rights to students with disabilities, state finds

An investigation by the Connecticut Department of Education has found that nearly two dozen students with disabilities were denied their rights to an appropriate education by the Hartford school district.
Investigators found that students enrolled in a district transitional learning program did not receive the same report cards as other students, did not have adequate space or access to computers, and did not receive the state’s minimum required amount of classroom time.
In most cases, students also did not have a current individual education plan, or IEP, which investigators said was a “significant and fundamental violation” that resulted in a lack of documentation of the students’ academic or behavioral progress.
