KS family demands student with disability be ready for college

The family of a Kansas teenager with disabilities is alleging that his school district failed to help him meet an IEP goal of scoring well enough on the ACT test to get into a four-year college. The family is pressing its claim through a special-education due process hearing.
Dustin Villarreal, 18, has Apert syndrome, a congenital disorder associated with malformations of the skull, face, hands and feet, as well as impairments in speech, mobility, vision and hearing.
The school district says it can’t guarantee that any student, with or without disabilities, will score well on a college entrance test.

Was this a goal on his IEP? If they cannot guarantee this, why would it be stated in his IEP?
This underscores that the IEP process still misses the boat when it comes to creating qualitative goals and helping our children attain them.
