First it helps people with severe developmental disabilities such as autism, Down syndrome, and cerebral palsy. Next it does not tax gas, groceries, utilities, medicine, or medical services. It does help people get off a 10-plus-year wait list for services like 24/7 care, help eating, help bathing, nursing help, and other life giving services.
