Michigan fans rave about accessible stadium seats

Advocates say that new wheelchair-accessible stadium seats at the University of Michigan’s renovated football stadium are “the best seats in the house.”
This fall marks the unveiling of the new seats for wheelchair users following a lengthy and acrimonious dispute between the university and disability rights groups. Prior to the renovation, fewer than 100 of the stadium’s 100,000 seats were accessible to wheelchair users, and advocates complained that entryways and restrooms were also inadequate.
After the U.S. Department of Justice intervened, the university agreed to an upgrade that will provide 329 accessible seats by 2010.

The numbers mentioned in the article seem woefully inadequate. The stadium holds 100,000 and in 2010 the goal is to have 329 wheelchair seats? Of these, 75 are held by season ticket holders so the number of seats available is really 254. This sounds like a bad compromise rather than progress.
