Seven Philly employees suspended in death of disabled teen
August 5th, 2008From the Associated Press and the New York Times:
Seven Philadelphia human services administrators were suspended Monday after a grand jury report faulted them for neglecting to supervise employees indicted in the death of a teenager with cerebral palsy. In addition to the suspensions, nine people were charged in the girl’s death, including her parents, family friends, private employees, and city social workers.
The body of Danieal Kelly was found emaciated and maggot-infested in August 2006 in the home of her mother, who is facing murder charges. Prosecutors said earlier that Danieal’s mother was embarrassed by her disability and didn’t want to take care of her.
“I am fully, thoroughly and completely pissed off,” the normally reserved [Mayor Michael] Nutter said angrily. If any city employee neglected his child the way Danieal was, he added, “I would kick their ass myself.”
The grand jury didn’t recommend charges against the seven administrators, but it did conclude that any one of them “would have prevented Danieal’s appalling death by merely doing their jobs as spelled out in the policy manual.”

To me there is a direct line between the cultural belief that people with disability just don’t matter and the death of this little girl. Cultural beliefs lead to individual actions — everyone in this girl’s life seemed to think that everything else in their life mattered more than she did…
