Audit: Texas failing at helping people leave institutions
July 15th, 2008From the Dallas Morning News, Houston Chronicle:
A state audit has found that Texas officials are failing to find homes in the community for people with disabilities currently living in state institutions. The audit report noted that about 70 percent of “state school” residents who asked to leave the institution and live in the community were not granted their wishes.
The audit report also raised questions about the state’s practices in hiring care workers. Ten former employees with previous records of abuse and neglect had been rehired to work in institutions with vulnerable people, the audit found.
Texas has more people with profound disabilities living in large, state-run institutions than any other state in the country.

Shame on the state of Texas for failing to help its citizens with disabilities leave institutions. Texas is wrong in not helping them leave its facilities for adults and children with mental retardation. No one belongs at an institution unless he/she has committed a major crime in society. I would like Texas to assist its people in leaving institutionalization right now!
