School district: Special ed caused $1 million shortage

Out of control spending on contracted services for special education students is being blamed for a $1 million budget shortfall in the Coeur d’Alene, Idaho, School District this year.
… Steve Briggs, district finance director, said the increase in expenditures were more “high intensity students,” lack of control on outside contracting, the approval of contracts without consideration of budget implications and general misunderstanding of Medicaid reimbursements by district employees.
Briggs said district administration had no control over the excess spending because contracts were signed at the building level and because they were coming into the finance office as purchase orders, not contracts.

This sounds like a management/communication issue. Special education should not get the blame for administrative oversight issues. I wonder if this type of administrative problem occurred within other departments.
