Stuck behind bars

(At left, in family photo.) The community mental health care system in Ontario is complicated, disjointed and lacking in resources, which has caused lengthy delays in processing his case.

All the experts involved agree that Humphrey doesn’t belong in jail. Family members worry about Humphrey’s safety in jail, and say he has been the target of harassment.
