Why has federal disability hiring declined?

Among the theories advanced by Washington Post Federal Diary columnist Stephen Barr:
- Despite a 2003 management directive from the EEOC, 43 percent of federal agencies have not set hiring goals for people with disabilities;
- Bias or lack of training for managers;
- Increased use of contractors to fill jobs at lower pay grades;
- Reluctance of managers to use special hiring programs to recruit people with disabilities;
- “Misperception” by managers that people with severe disabilities aren’t likely to be among the best qualified applicants for professional jobs.

Maria Shriver was on Larry King last week … she said “Sarah Palin has been asked previously to hire one person with a disability to work in her office, but has yet to do it.” The statement was made in response to a question asked to her. So, if she had not done it before the birth of her child why such a special interest now? Does this make me feel as though she is not exploiting her son? Not hardly! I am a person with special needs who has had some problems with employment so why would I believe her interest is genuine when she didn’t care before.
