MD to close Rosewood institution

Maryland governor Martin O’Malley has announced the closing of Rosewood Center, a state institution for people with intellectual disabilities that has been the subject of ongoing debate over allegations of abuse and neglect.

O’Malley said the center, which dates back to 1888, will be phased out over the next 18 months and the residents will be placed in other institutions or in community settings such as group homes.

With 150 residents, Rosewood sits on 300 acres in Baltimore County and is one of the last developable parcels in the county.

Last month, the state Office of Health Care Quality reported 130 incidents of “abuse, neglect, mistreatment and injuries of unknown origins” during a two-month period. The state has banned new admissions at Rosewood three times in the last year, and it has been in danger of losing federal funding because of poor conditions.
