MD governor ponders fate of troubled institution

A state report finding serious problems at an institution for people with developmental disabilities has prompted a promise from Maryland’s governor to consider closing it. Martin O’Malley said he will visit the Rosewood Center “very soon.” A recent report by the state’s Office of Health Care Quality found 130 incidents of “abuse, neglect, mistreatment and injuries of unknown origins” over a two-month period.
Advocates have lobbied for years to close Rosewood, saying its 165 residents are unnecessarily segregated and could be better served in group homes. Families of residents are fighting to keep the institution open.
