Problems endure at state schools for mentally retarded
September 13th, 2007From the Austin (TX) American-Statesman, a feature story on Texas’ efforts to fix a system of institutions for people with intellectual disabilities that are under federal scrutiny because of repeated reports of abuse and neglect.
This spring, lawmakers approved $48 million to hire more staff for the 13 state schools and centers, a response to a December U.S. Department of Justice report that found unhealthy, unsafe conditions at the Lubbock State School. But less than four months after the end of the legislative session, lawmakers are already questioning whether these efforts were enough.

In May, a 28-year-old woman hanged herself in her living room with shoelaces, according to a police report. Another woman died in July, and state officials are investigating her death …
