Editorial: Texas must improve care for ‘mentally retarded’

In the wake of widespread allegations of abuse and neglect in Texas institutions for people with intellectual disabilities, the Houston Chronicle calls for review and reform of the “state school” system.
In order to correct the horrifying flaws in state schools, Texas must reform its antiquated system for the mentally retarded.
… keeping the state’s retarded citizens safe and well is not just a local matter, or even a moral one. It’s a civil rights requirement and the due of each one of these vulnerable Americans.
